South Porcupine OPP Provincial Constable Graham MacGregor has been named as a 2022 Police Association of Ontario (PAO) Police Hero Awards recipient in the “On-Duty Difference Maker-Uniform Officer” category.
In 2022 a total of thirty-six Ontario Provincial Police officers and civilian memebers were nominated for Police Hero Awards by members of the public.
PC MacGregor was presented the honour at an Awards Banquet held May 19, 2022 at the Police Association of Ontario’s Annual General Meeting. The event was attended by representatives from 45 local Police Associations from across Ontario, including OPP Association President Rob Stinson, OPPA Directors Terri Hubbert, Mike Adair and Lynn Neale, at the Marriott Hotel in Kingston, Ontario.

The award 2022 On-Duty Difference Maker – Uniform Officer is awarded annually to a police officer in Ontario who has gone above and beyond the expectations of the job while on-duty. The Police Assocation of Ontario stated in a media release “The support Graham offered and continues to offer his nominator after going through major trauma as a victim of trafficking has helped her through her recovery from addiction, allowing her to now help others. Graham, known as “one of the good guys”, has gone above and beyond the call of duty.”
This is the second consecutive year that an OPP officer has been named for this award. Sergeant Steven Large of the 1000 Islands OPP Detachment in Lansdowne was named the On-Duty Difference Maker – Uniform/Sworn Police Officer for the PAO Police Hero Awards in 2021. Sergeant Large was present at the banquet on May 18th in Kingston as well, as a number of the awards could not be presented in person for the past few years due to Covid-19 restrictions.
On March 10, 2020, Sgt. Steven Large with the Ontario Provincial Police utilized quick thinking to rescue a fisherman who had fallen through the ice into the St. Lawrence River off Landon Bay while ice fishing. Sgt. Large risked his own life by undertaking a precarious water rescue using an available canoe on shore and sliding it across the ice to the fisherman in distress. This was the second time is Sergeant Large’s career that he risked his life to save people from freezing waters, going above and beyond the call of duty.
Our OPPA members go above and beyond to serve and protect the citizens of the province of Ontario each and every day, stated OPP Association President Rob Stinson. “It was an honour to witness PC Graham MacGregor and Sergeant Steven Large receive recognition for going above and beyond the call of duty. Congratulations to both of them, and congratulations to all of our members who were nominated for the Police Hero Awards. Congratulations to all of the award winners and nominees across the province, and thanks to all members of our policing family who go above and beyond the call of duty twenty-four hours a day, seven days a week. Together we are stronger.
We are so happy to honour our brave members by showing them how greatly their actions have impacted others,” said PAO President Mark Baxter. “All of our sworn and civilian members go above and beyond every day and put their safety on the line to ensure the health and well-being of others – often to the detriment of their own. The fact that so many members of the public come forward every year to tell stories about their police heroes is incredibly telling. I honestly wish we could give out more awards. It gets harder and harder every year to make a selection, but the PAO is honoured to help facilitate the public in at least being able to acknowledge a few police heroes. Every police employee is a hero in my books.
Harry de Jong, the co-editor of our OPP Association Magazine “OPP Beyond The Badge” has an coveted award in his honour for Police Association service called the “Harry de Jong Awards”. Harry was honoured for his selfless service at last night’s banquet as well with a 35yr service award from PAO President Baxter. Congratulations Harry.

About the Speaker:
Glenn Landry has studied circadian rhythms and sleep for over 20 years. He completed his graduate research at Simon Fraser University, exaimining circadian mechanisms of entrainment, supervised by Dr. Ralph Mistlberger and supported by grants from MSFHR and NSERC. He then focused his research efforts on sleep, aging and cognition as a CIHR postdoctoral fellow in Dr. Teresa Liu-Ambrose’s Aging, Mobility, and Cognitive eurosvience Lab at UBC. His research there explored age-related changes in sleep duration, efficiency and architecture that contribute to or accelerate cognitive decline in older adults. As an academic, Glenn’s goal was to develop chronotheapeutic interventions capable of delaying cognitive decline in older adults, with the objective of improving quality of life, productivity, and extending capacity for independent living. Now in private practice, Glenn is a sleep coach. He works with older adults, shift workers, and families to improve physical and mental health throughout better sleep quality by translating sleep science into practical interventions tailored to each client.

Having begun our journey with an understanding of what Elite Sleep looks like, and the opportunity to objectively evaluate our sleep health status; we follow up with a deep dive into the drivers of poor sleep health. Participants will learn: (1) The impact of shift work on sleep health and why we’re all shift workers; (2) How sleep changes as a normal course of aging, beginning in our 30’s; and, (3) What our Sleep Accountant does and how drugs (e.g., caffeine, alcohol, CBD, medications and supplements) impact sleep architecture.

Body-Worn Camera (BWC) and In-Car Camera (ICC) with integrated Automated License Plate Recognition (ALPR) Technology is rolling out for the OPP in East Region. The OPP Association supports this technology and looks forward to the implementation in all areas of OPP policing in Ontario, OPP Association President Rob Stinson told delegates at the OPPA Spring Executive Meeting in Collingwood, Ontario on May 5, 2022.
Just as technology continues to evolve on our roads, the vehicles themselves demand consistent care to keep performing at their best. From routine inspections to timely servicing, proper maintenance ensures safety, efficiency, and long-term reliability. This technology is a win for everybody”, Rob Stinson told the OPPA Executive after a presentation led by OPP Chief Superintendent Karen Meyer who oversees the BWC/ICC/ALPR technology rollout. The update was well received by the members in attendance.
Every vehicle, whether used for policing, commuting, or long-distance hauling, relies on a balance of performance, safety, and appearance. Just as advanced technology like body-worn and in-car cameras provides greater accountability and protection, proper vehicle upkeep ensures reliability on the road and extends the life of the investment.
Regular maintenance such as oil changes, tire checks, and brake inspections are vital, but appearance also plays a major role in how vehicles are perceived and preserved. Clean, well-maintained exteriors and interiors not only reflect professionalism but also protect surfaces from the gradual wear caused by weather, dirt, and constant use.
Attention to these details is why many vehicle owners turn to trusted services that specialize in restoring and protecting their cars, trucks, and fleets. President Stinson added his thanks to the Provincial Government for the funding for this technology. The BWC has the capability to pair to the ICC he explained, meaning that if the ICC activates, then the BWC will activate. This means that in a high stress, dynamic situation, the likelihood of the best evidence being collected is greatly increased.
We believe that in interactions with the public, our members are acting in good faith according to their training. This technology will assist in confirming the facts in the event of any potential Special Investigations Unit or OIPRD investigations that result from the interactions of our members and the public.

The ICC solution includes integrated ALPR capability and, therefore, every ICC-equipped vehicle in East Region will also be an ALPR-equipped vehicle. Digital evidence collected via BWCs and ICCs will be stored and managed using the provincial cloud-based Digital Evidence Management (DEM) portal, which is already in place. The OPP will consult with the Ministry of the Attorney General to incorporate their requirements as this project is implemented.

For frontline members in East Region, where this technology will be first implemented, there will be a number of benefits, including an objective video record of interactions with the public and the ability to collect video that will provide quality evidence of interactions.
The OPP Association feels this will reduce the amount of time officers will be required in court and free up more time for officers on the front line.
The increased use of ALPR technology within the OPP will assist our members to more effectively enforce the Highway Traffic Act, identify vehicles associated with criminal activity in a timely manner, and locate missing persons, including children in potential danger and subject to Amber Alerts.

While traveling the province of Ontario meeting our OPPA members and community members, it is very evident to me that the connection of our dedicated members in partnership with the communities they serve is strong, and is strengthened further every day. These positive relationships are paramount to community safety.
