It is with deepest regret that we announce the passing of JACKSON (JACK) FROSCH, Badge #1766, who passed away on October 13, 2025. Jack served at Dundas DHQ, Brantford and Milton Detachments before retiring as Detective Staff Sergeant from Anti-Rackets Branch on October 31,1994.

Jack is survived by his children Joanne Frosch retired OPP Admin Assistant – Organized Crime Enforcement Bureau and Jay and predeceased by his wife Joan.

The 2025 Annual General Meeting of the OPP Association commenced with a respectful and moving opening ceremony led by the OPP Colour Party. The ceremony included a moment of silence and the Reading of the Names Tribute, honouring OPPA Members who have passed since our last AGM in 2024. We thank the OPP Colour Party and Piper for their meaningful tribute. We will always remember the service and sacrifice of our fallen Members.

Financial Oversight & Accountability

Kerri Graham, Auditor from BDO, presented a detailed review of the financial statements. This was followed by Terry Cheaney from RBC, who outlined the OPPA’s investment policy.

The morning session concluded with a presentation by the Expense Review Committee (ERC). The ERC reviews the expenses of the President, Directors, Executive Officers, and Head Office staff, reinforcing the  Association’s commitment to transparency and fiscal responsibility.

Leadership Updates & Member Support

The President and CAO then delivered their reports, as well as a call for nominations. This was followed by a presentation from Wayne White, Executive Officer, Disability Services and Operations, highlighting the Healthy Workplace Team Reintegration Program—an important initiative supporting Members returning to work.

Board of Directors Candidate Speeches

In the afternoon, candidates for the four open Provincial Director positions addressed the delegation. Each elected Director will serve a three-year term, with voting scheduled for Wednesday during the lunch hour. The candidates are:

Veterans Update & Legal Insights

Rob Pilon, President of the OPP Veterans Association, provided an update on OPPVA activities. This was followed by a presentation from the OPPA Chief Legal Officer, James Girvin on the Mandatory Blood Testing Act (MBTA) and its implications for Members.

It is with deepest regret that we announce the passing of ROBERT CALLAGHAN Badge #1523 who passed away on October 7, 2025. Robert served at GHQ, Kingston, Traffic Safety Branch, Ontario Provincial Police College, Training Branch, and Special Field Units Branch before retiring as Staff Sergeant from Field Coordination Branch on December 31,1987.

Robert is survived by his children, Wendy, Louise, Kathleen, Joyce and Carol and predeceased by his wife Janet.

Retired OPP Sergeant John Flesher’s life suddenly changed in June, 2024 when he was struck from behind by a vehicle while riding his motorcycle. John was left with life altering injuries. John joins the 10-5 Podcast to discuss his journey of resilience and recovery, and stress the need to have accidental death and dismemberment insurance, a power of attorney for personal care and property, and a will.

Laura Ferron is the Senior Advisor, Pension and Benefits at the Ontario Provincial Police Association. Laura joins the 10-5 Podcast to explain in detail the accidental death and dismemberment insurance coverage available to OPP Association members and give some tips on powers of attorney and wills.

Today, at a press conference in Toronto, Prime Minister Mark Carney announced plans to introduce legislation next week amending the Criminal Code to address crimes committed by violent and repeat offenders—specifically those accused of serious offences such as violent auto theft, breaking and entering, human trafficking, violent assault, and sexual assault.

The OPP Association in collaboration with our policing stakeholders have long advocated for change, and we believe this announcement is a positive step forward.

We look forward to reviewing, along with our stakeholders, the proposed amendments in detail to ensure the safety of our members and the communities we serve.

Four (4) Provincial Director positions on the Ontario Provincial Police Association (OPPA) Board of Directors will be up for election at the 2025 Annual General Meeting (AGM). Each elected Director will serve a three (3) year term.

As previously communicated, two current Directors are eligible for re-election; however, all four positions were open for nomination.

It is with deepest regret that we announce the passing of ALEXANDER (AL) REID, Badge #5571, who passed away on October 8, 2025. Al served at Essex and Sombra Detachments and Traffic and Marine Branch before retiring as Sergeant from Provincial Counter Measures (Highway Safety Division) on May 30, 2008.

Al is survived by his wife Paula and children Colleen Brown, OPP Communications Operator (PCC Orillia- PSRN Radio Project) and Michael. Predeceased by his daughter, Allison.

Uniform and Civilian OPPA members are permitted to request pay-in-lieu of vacation leave for one (1) week or five (5) days of vacation credits per year.

RPT employees are entitled to receive the pro-rated amount of five (5) days based on their individual RPT hours of work. For example, if an RPT employee works 20 hours per week in a standard 40-hour per week job, or 50% of full time, they would be eligible for a payout of 2.5 days. If an RPT employee works 20 hours per week in a standard 36.25-hour per week job, or 55% of full time, they would be eligible for a payout of 2.75 days.

For requests to be considered, employees must notify their manager in writing no later than November 1, 2025, of their request to receive 5 days pay-in-lieu of vacation credits that will be processed on the December 18, 2025 pay date.

Members must ensure they have sufficient vacation credits in their current bank to cover any remaining requested annual leave in addition to the requested 5 days pay-in-lieu.
